Senior Foreign Military Sales (Fms) Program Analyst W/ Maintenance Sme
Serco is excited to continue our support for the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. The F-35 Joint Program Office (JPO) is a joint, multi-national program and is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems among the United States (U.S.) Air Force (USAF), U.S. Navy (USN), U.S. Marine Corps (USMC), and U.S. allies currently composed of seven (7) cooperative international partners: the United Kingdom, Italy, Netherlands, Canada, Australia, Denmark, and Norway; as well as Foreign Military Sales (FMS) customers. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future. The JPO is a product-aligned organization comprised of Program Management Offices (PMOs) designed to deliver five major products across the acquisition lifecycle: Air Vehicle, Propulsion, Combat Data Systems, Training Systems & Simulation, and Maintenance Systems. Our Senior Foreign Military Sales (FMS) Program Analyst w/ Maintenance SME, located at Eglin Air Force Base (AFB), FL, supports the F-35 Training Systems and Simulation Program Management Office (PMO) in the development, delivery, operation, and maintenance of all F-35 training systems, to include all Pilot Training Devices, Maintenance Training Devices, and the Joint Simulation Environment. The F-35 Training Systems are critical enablers to producing Mission Qualified Pilots and Maintainers while tracking their training status throughout the individuals' career. They are comprised of the Hardware, Software, subsystems, equipment, and reference data required to design, develop, deliver, evaluate, and refine the training provided to F-35 personnel with the necessary capacity and fidelity to enable aircrews to train to the high-end fight. You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems. In this role you will:
- Pilot and Maintenance Training Devices - assist Training Systems and Simulation PMO in overseeing the development and delivery of all Pilot Training Devices and Maintenance Training Devices, and in exploring future technology solutions that could potentially resolve existing technology limits within the training systems.
- Pilot and Maintenance Training Courseware - assist Training Systems and Simulation PMO in producing the courseware used for classroom training as a supplement to the Pilot and Maintenance Training Devices
- Live, Virtual, and Constructive (LVC) - assist Training Systems and Simulation PMO in managing three subsystems as part of the LVC architecture.
- Verification and Validation - assist Training Systems and Simulation PMO in performing verification and validation as part of the development and acceptance of the Training Products (devices, courseware, training aids, etc.) prior to delivery to the customer.
- TSS PMO Acquisition Cell and Joint Simulation Environment (JSE) Acquisition Support - Facilitate contract actions from requirements gathering through contract award. Recommend contract strategies. Lead IPT/stakeholders through Request for Proposal (RFP) package development and Proposal Evaluation. Communicate TSS PMO needs with the prime contractor. Review and evaluate both RFP and proposal information and make recommendations to the team. Ensure teams meet deadlines to reduce contract lead times. Organize, record and track contract information changes and communications between contractors and the TSS PMO team. Create products and presentations that present information logically and increase team knowledge. Ensure contract status is updated weekly.
To be successful in this role, you will have:
- The ability to provide onsite support at the F-35 Joint Program Office (JPO) located at Eglin AFB, FL a minimum of 2 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
- An active DoD Secret Security clearance.
- A Master's degree plus 5 years of recent work experience related to international acquisition programs or at least 10 years of aircraft operational experience. OR a Bachelor's degree plus 4 years of additional work experience (total of 14 years of experience).
- Experience in defense acquisition program management related to weapon systems acquisition and life-cycle management.
- Familiarity with DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
- Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Demonstrated knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-MX.
- The ability to travel up to 25% (CONUS/OCONUS).
Additional desired experience and skills:
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
- Direct experience supporting the F-35 Lightning II Program or other advanced tactical aircraft programs, with in-depth knowledge of 5th-generation aircraft maintenance concepts and low observable (LO) sustainment considerations.
- Demonstrated experience in F-35 maintainer production and throughput planning, including:
- Initial qualification training (IQT) pipeline management
- Aircraft systems, avionics, propulsion, and LO maintenance tracks
- Simulator and training device utilization
- Instructor capacity and student flow optimization
- Operational knowledge of F-35 Autonomic Logistics Information System (ALIS) and/or Operational Data Integrated Network (ODIN) and their impact on aircraft availability, maintenance documentation, and global sustainment operations.
- Experience coordinating international maintainer training requirements, including alignment of U.S. and Partner Nation technical qualification standards, certification processes, and security/release constraints.
- Familiarity with NATO interoperability requirements impacting maintenance operations, sustainment data sharing, supply chain integration, and coalition deployment support.
- Experience supporting global sustainment constructs, including:
- Depot activation and stand-up
- Regional warehouse and supply chain integration
- Spares provisioning and repair cycle management
- Performance-Based Logistics (PBL) frameworks
- Demonstrated understanding of the relationship between maintainer production rates, aircraft availability (AA), mission capable (MC) rates, and overall combat readiness.
- Experience supporting Partner Nation beddown and site activation planning, including facilities requirements, support equipment provisioning, and transition from U.S.-based maintenance training to in-country organic capability.
- Knowledge of technical order management, configuration control, and modification incorporation processes within an international FMS construct.
- Ability to translate operational maintenance requirements into acquisition and programmatic actions to ensure sustainment alignment across aircraft delivery, training system fielding, and global logistics planning.
- Experience briefing senior DoD, Service, and international leadership on maintenance production metrics, readiness trends, sustainment performance, and throughput forecasts.
- Demonstrated ability to coordinate across logistics, engineering, training, security cooperation, contracting, and supply chain stakeholders within a high-visibility Joint Program Office environment.
- Familiarity with foreign disclosure, releasability, and technology protection considerations impacting international maintenance training and sustainment support.
