The Auditor-Controller/Treasurer/Tax Collector's (ATC) office is recruiting for a Tax Sales Services Manager to plan, organize, and direct the operations and staff of the Tax Sale and Bankruptcy Section within the Tax Collector Division. This position manages the end-to-end process for Chapter 7 (Public Auction), Chapter 8 (Agreement Sale), Sealed Bid, and Mineral Rights sales in full compliance with the California Revenue and Taxation Code, State Controller's Office (SCO) procedural guidelines, and County policies. The manager oversees the preparation, review, and execution of legal documents including Notices of Power to Sell, Chapter 8 Applications, Agreements, Board Resolutions, and Publication Notices.
The Tax Sales Services Manager supervises and develops professional staff, assigns and monitors workloads, ensures coverage during peak sale cycles, and participates in hiring, training, performance evaluation, and disciplinary actions. The position also manages bankruptcy case filings, including claim preparation, payment review, and coordination with the Bankruptcy Court, County Counsel, and outside legal representatives.
Additional responsibilities may include: overseeing the distribution of excess proceeds from tax sales, reviewing claims for completeness and legality, performing and supervising title research and deed preparation, ensuring all activities meet statutory deadlines and procedural accuracy, representing ATC in litigation and court proceedings, may serve as an expert witness, and prepares reports and policy recommendations to enhance the department's efficiency and compliance.
This leadership position requires strong knowledge of property tax sale law, bankruptcy regulations, and SCO reporting standards, as well as the ability to drive continuous process improvements across all tax sale operations.
This is a pivotal leadership role in San Bernardino County's Auditor-Controller/Treasurer/Tax Collector's Office, responsible for ensuring the legal and procedural integrity of all tax-defaulted property sales, bankruptcy filings, and excess proceeds distributions. Minimum requirements include three (3) years of full-time equivalent experience in property tax collection, finance, accounting, or a related regulatory or compliance environment within a public agency environment, and one (1) year of full-scope supervisory experience.
Desired qualifications include: comprehensive understanding of property tax collection and administration, including delinquent property, secured/unsecured tax rolls, and tax-defaulted property processes; familiarity with California Revenue and Taxation Code, particularly as it applies to tax-defaulted land, bankruptcy, and excess proceeds; experience coordinating with County Counsel, State Controller's Office, and other regulatory agencies to ensure compliance and resolve complex property or legal issues; proven leadership and staff development skills; strong analytical, organizational, and decision-making abilities; effective written and verbal communication skills; and a bachelor's degree in business administration, Public Administration, Accounting, Finance, Law, or a closely related field.
