Business Development Sales Manager
The Business Development Sales Manager is responsible for driving new business growth for inLumon's Regulatory Licensing, Permitting, and Case Management System. This role focuses on acquiring new logos (state and local regulatory boards and agencies), developing trusted executive relationships, and positioning inLumon as the premier platform to modernize licensing and permitting. The role requires a proven ability to identify opportunities, manage complex sales cycles, and close deals in a consultative and solutions-oriented manner.
Essential Duties & Responsibilities:
- Identify, qualify, and develop new sales opportunities with state and local regulatory boards, agencies, and commissions.
- Manage the full sales cycle from prospecting and discovery through proposal, negotiation, and contract execution.
- Build trusted, senior-level relationships with decision-makers (CIOs, CTOs, Executive Directors, Program Managers).
- Clearly articulate inLumon's value proposition—emphasizing configurability, scalability, security (Azure GovCloud), and compliance (ADA/WCAG, OIDC/OAuth, PCI DSS).
- Develop compelling proposals, RFP responses, and presentations aligned to client requirements.
- Collaborate with internal teams (solution architects, project managers, technical leads) to shape winning solutions.
- Maintain accurate pipeline, forecasts, and sales activities in CRM (Salesforce).
- Represent inLumon at industry events, trade shows, and networking forums to generate leads.
- Consistently meet or exceed quarterly and annual sales targets.
Minimum Qualifications (Education & Experience):
- Bachelor's degree in business, Marketing, Information Systems, or related field.
- 3–5 years of direct enterprise software/SaaS sales experience, preferably selling to state or public sector clients.
- Demonstrated success managing complex, multi-stakeholder sales cycles.
- Strong written and verbal communication skills, with experience developing RFP responses and executive presentations.
Preferred Qualifications (Education & Experience):
- Experience selling regulatory licensing, case management, or government SaaS solutions.
- Familiarity with competitive landscape.
- Knowledge of government procurement processes and compliance frameworks.
- Track record of closing deals $250k+ ARR or multi-year SaaS contracts.
